Tender No.2009/070/0091 for the acquisition and supply of Taxiway Emission Diode Light Fixtures
1. Only respondents who fully maintain all the threshold requirements stipulated in section this Section 1, shall be entitled to participate in the Tender:
1.2 Respondent which has supplied at least 200 Light Fixtures of the proposed types, manufactured by it, to at least 2 international airports in at least 2 different countries .
1.3 Respondent, that at least 50 Light Fixtures of the type proposed by it obtained "Operational Experience" of at least at least 1 year . In this Invitation, the term "Operational Experience" means: Fire fighting operational use of such turntable ladder proposed by the Respondent, following successfully passing site acceptance tests..
1.4 Respondent whose proposed Light Fixtures were certified by an "Authorizing Third Party", confirming that the Respondent proposed Light Fixtures comply with the latest edition of FAA Advisory Circular 150/5345-46C or ICAO Annex 14/IEC/TS61827, and that such certification is valid as of the date of the determined date for the submission of the proposals for the Tender. The term "Authorizing Third Party", shall mean an authorizing third party which: (a) meets the requirements stipulated in FAA Advisory Circular 150/5345-53C; or (b) is authorized by a West European national Aviation authority or a West European standard institution.
1.5 Respondent which paid the Participation Fees (as defined in the Tender documents), by itself or by its authorized representative .
2. The Quantity for immediate supply is around 2100 Light fixtures .
3. The Contract with the Awarded Respondent shall be valid from the Commencement Date and until 120 months from Passing of Property Date, all as defined in the Tender documents.
4. The Tender is comprised of two evaluation stages.
5. Review of tender documents Any person may review the tender documents at the following dates and means:
a. At the authority's website www.iaa.gov.il (the "website").
b. At the offices of the authority's logistics department at Ben Gurion airport Terminal 1 building 2nd floor room B209 Sunday to Thursday 10:00 – 12:00 only from December 24rd 2009 until February 28th 2010 .
c. Respondents which have downloaded the Tender documents via the Website are obligated to follow any amendments and/or clarifications published at the website.
6. Participation fees The Payment in consideration for participation in this Tender, in the sum of 2,500 NIS (including V.A.T) (the "Participation Fees"), which shall not be returned in any case , may be paid at the following dates and means :
a. By credit card at the Website until February 26th 2010 at 14:00 .
b. At the authority's Revenue Department, entrance floor, the Authority main office building, Ben Gurion Airport, Sunday to Thursday from 10:00-12:00 only, from December 24th 2009 until February 28th 2010. Respondents should note the different final dates between the website and the authority's offices and that payment at the authority's offices cannot be made by credit card .
c. For the avoidance of doubt, payment of the Participation Fees will not be allowed after the dates and times stipulated above.
d. It is hereby declared that the payment of the Participation Fees entitles Respondents the participation in the Tender only and does not entitle the Respondent to any other right regarding this Tender .
7. Proposals shall be submitted not later than March 1st 2010 at 10:00 , at the tender box at room 140, archive room, floor 1, the Authority main office building, Ben Gurion Airport.
8. It is hereby declared that in case any contradiction between the content of this advertisement and the content of the Tender documents arises, the Tender documents shall prevail.
